The labour relations system outlines four discrete sectors to establish collective agreements in the construction industry. The needed employer and union associations and the methods for dialogue are outlined in the Construction Industry Act Regarding Labor Relations, Vocational Education, and Workforce Management. It lays forth the rules for this labour relations framework, establishing the guidelines for this system.
The four sectors are industrial, institutional, commercial, civil engineering and roadwork, and residential.
Industrial industry
The industrial sector is included in the building process, whether or not facilities and equipment are physically affixed to these structures, primarily for an economic activity involving the exploitation of mineral resources, the transformation of raw materials, and the production of goods.
The institutional and commercial sector
Building construction, including facilities and equipment directly linked to these buildings, is included in the institutional and commercial sectors, as are any structures it cannot include in the residential, industrial, civil engineering, and roadways sectors.
Civil engineering and road construction
The civil engineering and roads sector includes building roads, aqueducts, sewers, bridges, dams, electricity lines, and natural gas pipelines, including public or private works of broad interest, comprising infrastructure, equipment, and physically related structures.
Residential market
Construction of structures, including facilities and equipment physically linked to or not physically attached to these buildings, and buildings in which more than 85% of the area, excluding parking spaces, is used for habitation, are all included in the residential sector. There are no more than six levels above ground for newly constructed structures and eight floors for all other types of buildings, excluding the basement.

The new construction of any residential structure with more than four stories above
ground level, as visible from at least one side of the building and excluding parking
spaces, as well as the modification, rehabilitation, maintenance, and repair of existing
buildings with more than six levels.
2. The sector of light residential
Any building in the residential sector does not fit within the category of substantial.
